Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, candidates must meet the minimum qualifications for this position. The qualifications are:Promotional:You must have a New York State Land Surveyor’s License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Land Surveyor.Open Competitive: You must have a New York State Land Surveyor’s License and current registration.Note: Appointees will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Practice Land Surveying in support and advancement of Surveying and Right of Way (ROW) Mapping activities at NYSDOT. Duties include, but are not limited to:• Supervising and overseeing the Regional Survey Section and/or the Regional Right of Way Mapping Section.• Organizing, supervising, and directing the regional land surveying program, mapping activities and other right-of-way work; developing priorities and work schedules; managing and directing the regional photogrammetry program; reviewing and managing work performed by consultants; providing advice and technical assistance in determining right-of-way boundaries and property lines; and directing the preparation and certifying to the accuracy of various types of right-of-way maps.• Exercise independent professional judgment as an expert on complex highway or state land boundary determinations. • Assisting with the Term Agreement for Surveying Services (TASS) contracting process.• Supervising technical staff in fulfilling Survey and ROW Mapping duties.• Assisting with the development and coordination of training programs for Regional Survey and ROW Mapping Sections.• Assisting with the development and documentation of Land Surveying and ROW Mapping standards and procedures.• Assisting with the development of specifications for the procurement of surveying hardware and software.• Assisting the Attorney General’s office in case preparation and may testify as an expert witness.Position will report to region 11 but may be located statewide.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.Salary to include an additional $3,400 downstate location pay.Pursuant to Executive Order 161, no State entity, as defined by the Executive Order, is permitted to ask, or mandate, in any form, that an applicant for employment provide his or her current compensation, or any prior compensation history, until such time as the applicant is extended a conditional offer of employment with compensation.
